What is the rating of your filter? A filter for a turtle's tank should be rated 2-3x the size of the tank or it won't keep it clean. For example, a 20gallon tank should have a filter that's rated no less than 40gallons-60gallons. Filters are rated for fish, but turtles are much much messier than fish. Another thing that will cause your water to be dirty is too small of a tank for the size of your turtle (remember 10gallons per inch of turtle is the minimum tank size). The bigger the tank with the most water you can put in safely will help tremendously as long as you have a good filter to go along with it.
Also, just a question, are we speaking about waste material making the tank dirty or algae? The pleco will help with algae but not waste matter in the tank. An over abundance of algae can be caused by several factors that might need to be addressed as well. What's your current set-up like? How long is the UVB and basking light left on per day?
