the more water you put in there, the more they will love you for it. it helps build muscle tone and lung capacity, keeps your little ones healthy and active. my two are currently in a 55 gallon tank and if you just watch them for a couple of minutes you'll see how much fun they have (measurements are in my sig). general rule of thumb that i was told was at least twice as deep as the length of their shell, but more is better.
and of course keep in mind what jenaero said, make sure they can't climb out! mine haven't made any attempts to do so since they got the bigger habitat (turts feel safer in the water) but you never know when they decide they want to get out.
