My turtle looks like the skin under his skin is coming off. Is it shedding?

are you saying there's skin under his chin that is shedding.. or did you intend to say skin under his skin? If it's the skin under his chin, is it only visiblel when he's in the water? If so, then it's normal shedding, if not then you may want to post a picture so we can see what you're talking about.

When did you first notice it? Is it hanging off your turtle is wispy threads when he's in the water but not really visible when he's basking? If this is the case, it does sound like he's shedding.

If it's excessive or doesn't look like what was described, it could be something else. A picture of the area(s) you're concerned about would be helpful.
